Need for greed. How to defend against financial fraud?

Financial gain has always been a primary motive for cybercriminals. As their appetites grow, they invent more complicated attacks, utilizing technical and psychological means to defraud organizations as well as individuals of their money.
Fraudsters make full use of social engineering methods to reach their goals: pig butchering, smishing, vishing, scareware. In 2023 alone, they stole over $1 trillion. With the development of online and digital banking, the MENA region is facing this rising threat.
What can be done to fight financial fraud? What steps should governments take to protect their citizens? How can financial organizations guard their clients against fraudsters? What are the best practices in other countries?
